Here's Wattson. I did him twice because I wanted to confirm something.
If you do all of the trainers in the areas connected to Mauville, including the Winstrates, you'll end up a good ten levels higher than Wattson's Manetric. But you do Wattson first, it's still doable four levels lower, with like, two Bulk Ups and some healing items. I still had to Bulk Up on my second run (the one where I did the connecting areas) but only once.
