The recent peanut bug dragon leak made a good point for this too, as that guy made a modelled, rigged AND animated it in less than 24 hours. And it was convincing enough to trick a good number of /vp/'s anons, who're used to seeing fake leaks.
As such, even a small group of 3 Gamefreak employee should be able to completely model the whole Pokedex in a year or so, if they worked exclusively on that.
Unless... unless they were incompetent or something. But that can't be the case, right?
