There are lots of really bad Bug type Pokemon, and enough really good Bug type Pokemon. That is good.
Only counting OU and Ubers as representation of the effectiveness of a type is hardly fair. Even if we did, Bug would still get less representation than other types.
Genesect, Scizor, and Volcarona don't become magically worse because someone labeled Bug typing to be one of the weaker types.
Bug, as a type (not individual Pokemon), has a lot of strengths and really good qualities. It also has some pretty bad qualities. If you summed them all up and determined the overall effectiveness, you'll find it's okay. If you do this for every other type, you'll also find types that do really good, far above and beyond what the other types can do.
Bug is not that type. Bug, as a type, isn't in the top, nor in the mid 'tier' of types. It's on the lower end. As to whether it's 'bottom' and where you cut off that line is subjective, but it being, as a type, on the lower end of things relative to all the other types is not.
