You can't catch regular mon in them, but you CAN catch UB's in regular balls.
And yes every ball outside of UB balls can catch anything, even legendaries if you get the right roll of RNG.
You can catch a mewtwo in a surf ball or a premiere one.
Just need to be lucky.
But you can't catch a mewtwo in a Ultra ball.
