Psychic type is bad offensively, this is true. However psychic Pokemon can usually have good coverage moves (psychic+fighting combo pretty much covers 90% of all Pokemon) and TONS of status moves. Defensively it would be totally okay if Knock Off wasn't buffed this generation.
Ice type hits many important Pokemon for super effective damage but don't possess speed to take advantage of it (only 4 Pokemon have more than 100 base speed; only 8 have more than 90 base). Additionally, its weaknesses are infamous at this point.
Bottom line, Psychic is a bad candidate for coverage move but the type itself is better than Ice thanks to its better defence. And Psychic Pokemon have better stats.
