Here's the premise: You're only allowed to give Emboar & Samurott 1 new "lore friendly" ability and move in order to make them OU viable.
My reasoning for this is because Serperior itself only has 1 specific ability/move that made it OU viable. I want to continue that idea for the other two "imperial themed" starters. Is it possible?
