>>50524726This is all we really get besides Gonzap saying that before Cipher gave them snag machines they were just thieves. It definitely implies Wes wasn't the only one, like snagger is a rank similar to the higher tier Cipher peons that get recolored/semi-unique designs like Miror B.'s squad, Skrub, or the commanders in XD. Depending on if grunt meant snaggers in general are the best at stealing pokemon or if they meant Wes in particular then either he was just one of several snaggers, or he was a full admin just under Gonzap who was in charge of the snaggers. Either way works, he clearly had to learn something he didn't like to chose not only to leave but to cripple Team Snaggem while he was at it, and given both of his partners require friendship to evolve he really cares about pokemon.
The former would explain why he didn't already know exactly what was going on with the shadow pokemon plan (if he did he would've shared that with Rui at some point before his old boss explained it), the most lower ranks would've needed to know is that they got new gear for stealing pokemon which were going to another organization. Meanwhile Gonzap being welcome that high up in Cipher's base and having his own shadow pokemon shows he was deeply involved with their plans, an admin would probably at least be trusted with knowing where exactly they were sending the pokemon, if not that Cipher needed them for experiments. Given how many shadow pokemon there are and how small Team Snaggem is (we only see Gonzap and grunts, and they operate out of a single building) I'd say the deal with Cipher had been going on for a while. If Wes was an admin that'd explain why we don't see any others, they wouldn't need more than 1 or 2 at their scale. If the boss's right hand man just betrayed them and stole or broke everything that sets snaggers apart from the grunts then they aren't really snaggers anymore, and if there's no other admin then all that's left are grunts.
