And of course the game tells you that you're supposed to beat gyms. It doesn't tell you what events you have to do before facing the gyms or what order the gyms are supposed to be defeated. That's up to the player to figure out on his own. You wouldn't even know Celadon Gym is there unless you did exploring with Cut. The game doesn't even direct you to the Pokemon League without exploring. You can acquire almost every Pokemon in the game just by defeating Koga and getting access to Surf. Maybe some kids who were more interested in catching Pokemon than rushing through the leaders and E4 as quickly as possible would spend time exploring every area before clearing the gyms.
