Game Freak has a strange ability to do what it likes with Ground, but gets bunched up and very narrow minded about Rock. Perhaps this is a translation issue, and "Ground" or its rendering in the original Japanese has different connotations than in English.
We all know that Ground and Rock sound and seem weirdly similar as types, the two most outstandingly redundant types in the game (even Dark and Ghost take a backseat). Steel is only a moderate amount different from the pair as well (Poison fits this role for Dark-Ghost). But Rock and Ground were in Gen 1, meaning that someone way back then thought it was a good idea for two such similar types - and giving Ground faster builds than Rock must have been a part of that, for some not-very-good reason.
All that said, you're totally right to note that Rock could have better moves. But the underlying psychology prevents Game Freak from doing the right thing with the type. "Rock must be tanky because it's rock!" rules their thinking, despite not making sense.
