Look, I love Jolteon, is part of my dream team and one of my absolute favorite Pokemon but even I know he has been outclassed a long time ago by other Electric types who might not even be able to match their speed, but their typing and movepool are far superior. What is the most common moveset in Jolteon? Thunderbolt, Shadow Ball, Hidden Power Ice and Volt Switch, with either Choice Specs or Life Orb. Why? Because he's a pure attacker. He might be able to tank even two special attacks if you're lucky, but don't even pretend he has a good movepool when all eeveevolutions have always been shafted in that regard.
Jolteon is still good, huge Spd and good SpA, but if you're talking about competitive, especially Smogon OU, there is a reason almost nobody uses him anymore.
