Crunch is actually good, so I dunno why you are shitting on it. Ice Fang and Fire Fang would be neat, but unless you are hitting 4x weaknesses, they wouldn't significantly outdamage Return anyway.
Luxray's limited coverage is actually more passable than it seems at first glance. What it really wanted is a better physical Electric attack(like all physical electric types ever) and Superpower available earlier(with it hits a majority of types supereffectively and is unresisted).
Luxray is actually fairly good in-game despite it's drwbacks.
