The transition to 3D was not kind to the aesthetic of birds in general, but skarmory looks especially stupid with the way they have him indefinitely gliding. Also, in Gen 7, they buffed Mantine's base HP stat by +15 without giving the same buff to Skarmory. Mantine and Skarmory were always a pair, physical and special stats inverted. It had also bothered me that Mantine got a baby (Mantyke) but Skarmory did not. Now with Gen 8, Corvinight is going to be a new major shill mon, with the same typing as Skarmory, but it has a better ability revealed already, and will probably be given better stats and moves, further pushing Skarmory out of the spotlight. Skarmory is loveable, but Game Freak have never really loved him, and without their support, he will be doomed to the cusp of obscurity.
