Gimmick would probably be a office with White Collars and OLs (that can be bribed to skip their battles) and personality that of a cold and professional Businessman, with some scene outside after the gym match/Post-Game revealing a "MY POKÉMON IS SO CUDDLY AND I WUV THEM" personality "off the clock".
If i had to decide a specific "order placement" i think fairly mid-late game, 6th-8th Gym.
