These are humanoid lizards that through years of conflict with humans generated an artificial selection, since some human peoples (for some religious or ethical principle) spared the lives of females and offspring, this generated that through generations a strong sexual dimorphism in the species, since being more similar to human females, the greater the probability of survival. Time after the wars, this selection of traits was maintained in the varieties that coexisted with human settlements, since it facilitated coexistence, while the wild varieties retain more reptilian traits.
Regarding the breasts, it has been theorized that they are air sacs, vestiges of their amphibian life or just fat reserves that have acquired that form due to the selective reproduction to which they were forced.
The truth behind it all is that the developers were lazy and just put a lizard head on a female model.
