So. Unlike the Gen II mixup where the Starmie family and Mew could learn Attract, Cryogonal has not been corrected upon the change of generations.
This leads me to believe that Cryogonal must indeed be meant to have this move, that it was not an oversight, but a calculated choice, much like Nincada, and the Ferrothorn and Volcarona families cannot learn them, presumably because of sexual immaturity in young cicadas (and to prevent Shedinja from learning it through evolution), and the other two being so incredibly unapproachable, literally a ball of iron spikes and mothra, respectively.
I don't know what these lore reasons for having it would be however. If you have an idea, feel free to post it.
In any case, rather than have it this limp, dangling, vestigial appendage of a move on a pokemon that cannot effectively use it, I propose this solution.
