The type changing gimmick is actually really good considering Arceus has pretty much always been number 1 in usage in every singles format it's allowed in and all without being broken. Silvally just needs to better utilize the ability. I would think a pokemon that can change to every type should be able to learn all sorts of moves. I could also seem them turn memories into key items instead of held items.
If that doesn't work, maybe enough power creep might allow them create a legend memory in the distant future.
