I think a larger contributing factor is gen8 OU removing both megas and z moves without a replacement and natdex/AG being the same shit it ever was with such epic fresh concepts as fire type greninja, skarmory 2.0 and jolteon 2.0.
Gen8 is a straight downgrade when it comes to build creativity and as a result ends up being boring. Even the oppo quality has sank considerably in the low ladder. Combine that with mods being actual autistic pedos with a burning hatred for fun and you got slow hours until gen9.
