Alright managed to defeat koga with a good "strategy" he sends out swellow with boomburst first so I use Boomer to force a switch into dragapult. This means that Boomer dies but it lets me get a clean switch into Xavier. Xavier stun spores the dragapult and from there we quiver dance as many times as possible and proceed to sweep with scaled and air slash. I have scope lens on Xavier so Air Slash just rips through people.
