A bug/fairy dolphin hallucination Pokemon based off those trippy Lisa Frank designs. They look like they're levitating on rainy days but really they're light enough to swim through most forms of precipitation. Their oily bodies are is refractive in such a way that it causes them to look like they're shrouded in a rainbow halo.
