I have it on good authority that Game Freak are abandoning shilling Charizard for an indefinite period.

They tried to mindlessly shill him in Gens 6, 7 and 8, and it just hasn't worked out the way they wanted it to. It's rumoured that several executives at Game Freak and Nintendo are not happy with the overbearing reputation Charizard now has as a result of his constant appearances in the games, several iterations of the anime and Super Smash Bros.

This is why Charizard was excluded from PLA - Game Freak have finally accepted that Charizard by itself does not sell - all 3 of the Kanto starters need to be in the game for there to be any profitability incentive (SwSh only started to sell gangbusters after the DLC).

'Starter' Pokemon have always been rare by design - they are almost never found in the wild, at least not easily, and Game Freak has realised that it has given both the fans and casuals too many opportunities to obtain Bulbasaur, Charmader and Squirtle. So they are reigning it in for a while.

The chances are that they are going to try again later down the line. But for now, there are no plans for any of the previous 'starter' Pokemon to make it into the Scarlet and Violet roster.
