The joke was horribly executed, so horribly in fact that its executive was explaining it to the audience. The joke also went on for much longer than it should have in one continuous scene. They could, and should, have trimmed the eye-covering part by at least 5 instances.
Given all of this, I can safely say that both the Ash anime and the Liko anime were "funny like this". Because they aren't funny.
