For some reason when you get a Rotom outbreak if you join and leave the map at Summit Camp while travelling between the map and the village the outbreak will break after 4 tries. If you use 1 of the other 2 camps in Cornet Highlands it will continue on indefinitely like every other outbreak. The outbreak is right next Summit camp, maybe it is too close and leaving from that camp counts as clearing the spawns from the outbreak.
