The sad news is though with soul silver you'll be forced to fight lugia in the game to reach ho-oh and if you really want to get to ho-oh asap you'd prob have to run from lugia and fork over the chance to get a shiny lugia on that file
If this is on a new file lugia would be a nice stationary legendary to try I think. Only needs 8 badges to get to and you'd have the masterball
