it's actually a person in a costume with a shitton of makeup on. her name is Maria, and she is fascinated by the creatures of the deep to the point of developing an entire persona around it. being a water type trainer, there are times when the makeup washes off, leaving her incredibly embarrassed.
i also want to connect this back to Kayda because I think we've somewhat lost the plot there. so even though she's not a dragon trainer, Maria does have an opinion on dragon types, namely that they're all boring. the horrors of the ocean are far more interesting and intimidating than some dumb lizards. so that's why she has a Seadra and not a Kingdra.
