I’ve never tried cheesing the game like this before, but I think it’s only possible to do this in GS since the Burned Tower is not optional in Crystal or HGSS from what I remember.
And yes, raising a Zubat up to level 36 was torture. I was going to do Gengar as well, but Gastly is awful in Gen 2 until it learns Night Shade, and Hypnosis has such terrible accuracy anyway that it’s probably not worth it.
