If James decided to quit TR or retire, Jessie/Meowth would absolutely follow him and to claim otherwise would be out of character for both of them IMO; it's just a matter of whether they join him within the chapter or after a few chapters of disagreement. At best, you could probably have Jessie/Meowth switch to focusing on Contests and have them mostly be in the background with occasional run-ins if they aren't traveling as a group for whatever plot reason the author wants to use.
As far as James fics go, IIRC someone made a James SI a few years ago but it was abandoned.
Thinking about it, he'd probably be one of the better characters to SI. Off the top of my head, he has a couple of different decent spots where you could start
>SI at birth or just as he runs away, having the SI grab Growlie the Growlithe, his Carnivine, and some cash before going on a Journey and doing whatever he wants>SI briefly after he ran away where he's in the Biker gang with Jessie>SI when first joining TR and getting his Koffing from Giovanni + meeting Meowth and befriending him and Jessie
