The Gen I and II art was Sugimori doing quick sketches. If you check out his twitter page, occasionally (as in less than once a month) he will post a quick sketch he has made and it will look a lot like the Gen I art. He still draws everything, but as an Otaku, he strives to make his art look like everything else that is popular out there and puts those touches on the newer stuff.
