You know, people like to shit on Johto's NPC teams, but it actually had a really good E4 considering the limitations. Only repeat Mon is Will's Xatu, which is weird because there was loads of Psychic-Types he could've had instead. But I can look past that. I love how Karen uses Dark-coloured Pokémon instead of Dark-Type Pokémon, and I always enjoy battling against Koga and his team based around status conditions and strategy.
Johto E4 was honestly the best E4 until Pt, and even then it was still way better than Unova's and Kalos'.
