Having finally gotten the point of his ambitions across, Ludicolo dances over to the crane machine you saw him hopping around earlier. As it turns out, your hat was the required "start-up" device needed to kick the machine into gears. Think of it as the keys to someone's car.
You just have no idea why Ludicolo would construct a device with a hat-shaped slot if he had no hat to turn it on with.
Fitting your stolen hat into the slot, Ludicolo activates the device at long last. The crane machine is Drapion themed, and seems reminiscent of the kinds of crane games you see at arcades and the occasional pizza place.
Retrieving the rope from earlier, Ludicolo flags you down and beckons for you to take one for the team. It seems like your hat isn't the only thing that he wants from you, rape implications need not apply.
It's almost like he wants you to get caught in that Drapion claw, get lowered all the way into that trench, rescue those kids with that rope, and get risen all the way back to the surface.
His excuse for him not doing it by himself is that he's too fat for the claw and someone needs to be on the machine's module at all times.
