One of Yamper's entries even calls it a dog. Not even a dog-like Pokemon, just a dog. Animals don't exist in Pokemon, it's just that the same terms we use in the real world to describe animals are used in the Pokemon world to describe Pokemon. This isn't hard to understand, lots of other franchises do this; use real world terminology to refer to fantasy creatures, even if the real world creature doesn't exist in that universe.
