If a city has a large industrial scale port then it must have some reasonable sea access. Either it's coastal or it's on a very large, deep river.
>>18977169It's also important to note that what was voted on was that tile layout. The terrain was drawn in later to match as closely as possible but it wasn't in the actual vote. Pic related is the map that was voted in so the coastal nature of the city is ambiguous. You can see how both interpretations are valid.
As long as the port is large and catered to, I really don't mind if the city is slightly inland.
