Friede and Roy already has a fire type pokemon, Liko lacks the drive to battle so Charcadet does not actually fit her. One of the other explorer could get an Armarouge but Charcadel evolve to Armarouge from Auspicious armor which in Japanese call "Blessed Armor" so Armarouge should go to one of the good guy just like Ceruledge works for the bad guy that is evolved from Malicious Armor which in Japanese called "Cursed Armor"
They aren't seriously planning for Amethio to have both Ceruledge & Armarouge, don't they?
