And the most memorable thing about Meowscarada is that she is the first known pokemon that can kiss (or, well, "kiss") the player in the game. Meowscarada has yet to appear in the future because the only shilling part made by Game Freak was giving a nerfed protean to her. Game Freak is probably very busy making Gen 10. I'm sure Game Freak will add her somewhere else and new anime is going to show Liko's Meowscarada in excellent way.
From design standpoint? You may be right. The mask and mouth could be the most memorable things visually. And if you're into pokephilia, her body, smug/weird expression and clingy behaviour also should be very memorable .
