You need to clear out all the bandits in the desert, you must do it in a very specific order (there is no way to see this order without debug or RPG Maker), you cannot go back to the Pokemon Center to heal (in a game where every normal trainer is actually really powerful), and there is literally zero indication whatsoever in game that this exists or that you can do this. Also, of course, if you fight even ONE of these bandits out of order, like at the beginning of the chapter when you get off the train, you permanently lose the chance to get this forever.
At the very least Calyrex was buffed in this game to be quite strong, but Jesus fucking Christ dude, even Reborn Beldum was better than this. Not even a dragon so can't use it, of course
