Game Freak has literally nothing to do with Nintendo, they are a private company
They both own a stake in Pokemon (Nintendo's is larger because of Creature's fuckery and because they were smart and managed to get dibs on the actual important things: I.E. the characters and The mons) but GF is a private company that releases whatever it wants whenever it wants
The reason TPC exists is because Nintendo didn't want to deal with the many layers.of handling a money making machine that requires constant communication between multiple parties in different parts of the globe
TPC's job is to literally make sure Game Freak always has a release spot reserved in advance so that their and Nintendo's releases don't end up stepping on each other's toes
If Ninty had the control you think they had over GF then the mainlines games would have released everywhere Nintendo wanted them and yet

Fuck, it's thanks to them that Pokemon hasn't just whored itself out by releasing the old games in Mobile, because if it was up to Masuda and Ishihara alone, Pokemon gen 8 would have been developed for smartphones
