>having a good presence throughout the story, from being a eccentric stranger to antagonistic rival and finally, to a friend>actually interacting and learning from the main character and their pokemon>having a understandable goal and motive for his actions, constantly explaining the reasoning for his actions>having a backstory that explains why he is who he is in the story, making him sympathetic but also someone in need of a change of heart>upon his final defeat and revelation, he actually learns from his mistakes and goes on a journey with the legendary pokemon to learn more about the relationships between people and pokemon >coming back in the sequel, a now fully changed and free man, to protect his home region and it's people and pokemon from the very same man who sheltered and manipulated him all his life>still tries to convince his "father" to change for the better, before being rejected He's has a constant arc with a constant personality and goal, and it all tied with a satisfying conclusion and aftermath. He never was a asshole to you, and has shown great respect towards you throughout the game, even to the point of choosing you as the legendary hero. That's why he's the best written character in pokemon. I know people will either disagree or downplay, but it is what it is.
