Gym Leader, so... I'd be around the regions 5th Gym. Fire-type, too.
My gym would be designed as a race track. With karts that blaze---and by blaze, I mean literally have flames at the wheels---as they take you through different sections of the gym. You get the keys from the trainers, meaning you'd HAVE to battle most of the trainers.

Rapidash
Arcanine (Ace Pokemon
Blaine's ace was Magmar, right?)
Rematch would include Drought Ninetails, and add Heat Rotom and Chandelure. There isn't an option outside of starters and Heatran that can handle Rock Types, so there's that. Starters hogging all them Fire/Fighters....
The TM I would pass out would be Flame Charge.
Badge...er... Scorch Badge. All the badges nowadays sound generic and un-creative anyway.
