For example Rapidash is a flame monster with not much magic energy, it's a dumb animal, so most of its attacks are normal type. Same with Sneasel, it is mountain - cold - weather creature, with no ice magic powers, like a real life arctic fox. It cannot stand the heat, but does not create lasers out of thin air.

no, they have always been mutant animals, they are one with the natural world. Some are more yokai-like than others, some are just animals with gemstone armour, or just bigger than normal.
