Yes. In BW, N talks to your Pokémon and gets accurate information that he would not be able to obtain elsewhere. This shows that the Pokémon were able to understand what he was saying and he could understand them - the two parties engaging in mutual conversation. The anime also shows that they have the capability to talk in our language.
The level of intelligence they have, however, varies. Clobbopus and Ryhorn/Rhydon are examples of Pokémon whose dex entries confirm that they aren't the smartest tools in the shed.
>Can Pokémon communicate with humans? Can they show signs of consent?
Yes. HGSS following Pokémon interactions also include many different ways of Pokémon expressing their mood and communicating with the player and the affection mechanic can result in the following message, "<Pokémon> turned back toward you and nodded in understanding!"
>Can Pokémon fall in love?
No question. When it comes to humans, this is more questionable, but should not be impossible. Several Pokémon have fallen in love with humans in material outside of the games and HGSS' "love" interactions are incredibly intimate, regardless of gender.
>Do Pokémon understand the concept of sex?
Should do. They have genders, they breed, they make babies. Anime and Manga material show Pokémon displaying attraction to other Pokémon and even humans while also displaying signs of understanding when it comes to humans being attracted to each other (most notable case being Jimmy's Typhlosion). The argument could be made that Pokémon baby-making is magic and Pokémon don't have sex, but they still appear to get the concept even if this is the case.
>Do Pokémon enjoy sex?
Unknown, and potentially the biggest hurdle in terms of Pokémon and human intercourse. Safe answer is that it varies from species to species.
