I prefer GIMP over Photoshop (only because I've got years of experience with GIMP and next to none with PS) but what I do is play around with Color Balance, Hue-Saturation, Colorize and a handful of other tools under the Colors tab. Add in some Magic Wand and Select by Color and there's pretty much nothing you can do.
I did the shiny Beldum like this:
>1. Colors > Hue-Saturation > Select Cyan > Set Saturation to -100 and Lightness to some high positive value
>2. Use the Magic Wand to select the spikes on the bottom of its body and go to Colors > Colorize > Drag the sliders until I get a nice golden color.
>3. Colors > Curves > Play around with the curves so that I get a nice threshold between the two levels of shading.
