If he wanted to, he could change himself to be a hulking engine of destruction. But he doesn't.
Because this character wants to look like a buff chick with horns who sometimes has a dick.
And that's normal. Because that's the sort of universe this character lives in.
And you can't say that's unrealistic, because it's not supposed to be. I do what I want with my mythos, I'll have a manly man doing manly man things in one place and then have him get scared shitless of a delicate looking female because she has a city-tier power limiter and could just take it off and fucking rip his arms off if she wanted to.

It's a society where literally anyone can change their body to a massive degree at any time, to the point where physical appearance isn't associated with what pronouns someone uses. He, she, they, I don't care. I just call this specific character he because he was born a dude and just ended up deciding to get this sort of modifications done later down the line.
