That's the thing, Chandelure and Aegislash actually LOOK like Ghost Pokemon, and things like furniture in a haunted house or ancient swords are things that you would expect to come to life as haunted spirits.
Whereas Pallosand is, literally, just a sandcastle, that eats people. It's not a haunted castle made of sand, it doesn't look like a Ghost type in any way, and sandcastles have fucking nothing do do with ghosts or otherworldly spirits whatsoever. It doesn't fit as a Ghost type for the same reasons a Ghost type Garbodor or Klinklang would make no sense, because it doesn't look like a ghost and it has nothing to do with them.
