I believe 3 overall. I want to say 4 badly, because it was my favorite generation, but Gen 3 is unique in that there does not seem to be even a single design I can say I dislike or even question.
Gen 4 comes second for me due to some god-tier legendaries, best starters of any gen, and I love every single one of the cross-gen evos it brought, even Magmortar is at least an improvement on Magmar.
1st and 2nd are tied for me, they both have the same god-tier artstyle, but both have a lot of underwhelming designs I can't find much charm in, even if they're among gems like Nidorino and Scizor. The good ones from these gens actually tend to look like real monsters, and very few things from the newer gens can emulate that, which is why I especially like 4's cross-gens.
5 and 6, the artstyle went down the shitter. Lots of balloon animals. Still plenty of good ones like Reuniclus and Aegislash, but most of them did not end up appealing to me, everything started looking more abstract.
