On principle I agree with the idea, but I know in practice this really just means making the designs plain uglier or worse, by adding ugly color schemes or other garbage. Or approving crabominable designs because "lol we need to balance the roster by adding ugly Pokemon".
I wish someone would tell Sugimori you can have a Pokemon that's supposed to be ugly/goofy/silly/etc and still have it be a good design.
