My headcanon is that she was in love with Lysandre but he never noticed her because he was a megalomaniac and/or a homo, so she put all her effort into Team Flare in order to gain his approval. I also think she resents Diantha, because Diantha is the champion and a beloved movie star while she is "just" an e4 and a newscaster on the nepotism network.
