>>55646491The way moves work in my story is that a Pokemon can store (not learn) one move every ten levels (yes, I am including leveling). However, the rate at which they learn moves is the same as their game counterparts. As for TMs, a Pokemon can learn any move that it would "make sense" for them to learn. This is kind of subjective, but for example, a Kingdra can't learn Psychic moves aside from Agility and Rest, but it can learn fucking Flash Cannon and Iron Head. Why? Well, it probably can't have the mental stimulation to do Psychic moves, but it can probably be trained to fire out Steel energy or imbue it into its horns for a ramming attack. Same thing with Ice Beam and Blizzard, Water is just ultimately Ice in a different state. However, it can't learn stuff like Toxic or Sludge Bomb despite having a nozzle because Water can't pollute itself on its own, it has to be polluted. But the reverse isn't true for Dragalge because polluted water can end up purified by just flowing. It's a rather convoluted system, but I personally think it works. It also deincentivizes the use of firearms because you don't know what the hell your opponent's Pokeballs are packing, which gives me an excuse for Pokemon to remain the primary tool for violence despite firearms being included (although, you can bet your ass that they're going to still play a considerable role).
Signature moves are an exception, as they cannot be taught by TM. Signature moves are inherent to the behavior of Pokemon and are automatically learned upon evolution or just known from the start, and they do not take up "move slots", which means that some Pokemon can know up to 12 moves, and in the specific case of Hydrapple, 14, because it knows all of its signature moves of its other evolutions as well.
I don't agree with the idea that League battles would restrict moves based on anyone being able to have coverage, because stats and typing are still an important factor. This just makes coverage more technical
