I guess I don't see that happening, especially when we have like 3 different size houses, and you could just make the Dept Store around the same size as the Gym. And with so many different size buildings its not one huge building surrounded by tiny ones.
I always saw gyms as a main focus point of cities and towns. Since that is where trainers travel from far away to battle the gym leaders. And that they should big if not the biggest place in town. Especially if we are making ones with multiple purposes; Steel Factory, Daycare, Research Lab, etc..
