Anyway, I do think instinct plays a heavy part in the pokemon world as well. Clearly, some pokemon are intelligent as stated by their pokedex (Alakazam being the most notable), so it's possible that other pokemon have above-human intelligence.
I suppose the real question is: Is it human-like intelligence? And I suppose (throwing out both the anime and the manga for the sake of this argument) you might have a valid point in saying no.
Dolphins I think are an excellent example here. They are regarded by some to more intelligent than humans - they speak to each other, they play, and have even been known to rescue drowning humans. But it isn't human intelligence... I guess it could be the same way with pokemon. Gardevoir could in fact be entirely "smarter" than a normal human, but doesn't care for human activities, such as holding a conversation or such things like that.
Maybe we both right - pokemon have instincts and the ability to learn, but not human intelligence?
(Unless we count the manga and show, in which case clearly pokemon have human intelligence and far above in most cases)
