If you don't help him at the water treatment plant, his lack of loyalty is exposed and he has one more chance to try and fuck us up. Obviously, he fails, and this means that if he goes back he will probably get Chandelure'd or worse. While apparently you can refuse him and he'll actually fuck off, the whole point of doing this route is to pair up with one of the few likeable characters in this shithole.
