The only reason the level curve is much higher in the newer games is because the player receives crutches like Lucky Eggs and Experience Share to make leveling easier. The newer games are also more linear, so the later gyms can have a noticeable increase in power without being unfair. Also, Pokemon is not supposed to be a boss rush. Raising low level Pokemon to be strong in order to beat gyms is part of the game. We know this because most gyms in every game are close to areas where you can catch wild Pokemon with a type advantage against them.

If no new Pokemon were available in the postgame, you'd be complaining about how there's nothing worth catching in Kanto.
